The Portugal winger is now scheduled to have a medical before finalising a move to Stamford Bridge.
Chelsea finally struck a deal with Wolves – an initial 60m euro fee with 3m euros in add-ons – after having two bids rejected.
The 24-year-old has been linked with a move from Molineux for the past 12 months.
He has made 135 appearances and scored 14 goals since joining from Lazio in 2019.
